A German Adviser tells me that his colleagues are satisfied es to Han Fu-chu's loyalty. Latter has at his disposal some excellent troops including salt brigade and one of the best German
advisers named Stein.
German advisers are showing some disquietude over attitude of their country towards possible Japanese embargo on arms supply to China. They feel apprehensive that Germany may acquiesce in search of German merchant ships by Japanese warships and I have been asked what attitude England would adopt. I have replied that I am not yet in a position to say but I gather that object of enquiry was to ascertain whether it would be possible to ship German arms to China
on British ships.
